No. You can have mods for sub forums. That hack would let you have ADMINS for sub forums. They could practically run their own board within a board.
The reason this is removed is because there is nothing to stop someone from building a site, making a master board, and then selling forums and then assigning each of those forums their own admin. It would violate the licence agreement and would, in turn, make 1 copy of Vb as good as 1000. ;)

READ angelo. The hack was for forum specific ADMINS.... not mods.
You can already have forum specific mods. There is a HUGE difference.
